bp Indonesia reaffirms commitment to safe, transparent operations and positive impact for communities in Fakfak

Jakarta – bp Indonesia acknowledges public attention regarding seismic vessel activity in Arguni waters, Fakfak Regency, Papua Barat. bp Indonesia would like to reaffirm that all activities being carried out are part of an upstream oil and gas exploration programme implemented in accordance with regulations and upstream oil and gas governance approved by the Government of the Republic of Indonesia, while adhering to strict safety, security, and environmental protection standards.

 

As a company that has been part of Indonesia for 60 years and present in Papua Barat for more than two decades, bp Indonesia is committed to operating responsibly and maintaining open communication with local government, communities around the activity area, and other stakeholders. We believe that successful energy development must go hand in hand with tangible contributions to local communities. 

 

Before seismic activities began, bp conducted a series of community engagement activities and customary ceremonies with communities in several districts in Fakfak and South Sorong together with local governments. These included a joint prayer event in Arguni in October 2025 and a public consultation meeting on 23 December 2025 in Kokas, attended by the Fakfak Regent, representatives of regional government agencies, and leaders representing seven indigenous tribes of Fakfak Regency. This entire engagement process forms part of our commitment to respecting local rights and customs, while ensuring the safety of communities carrying out activities at sea. 

 

bp’s commitment is also reflected through community development programmes that have been implemented since 2006. These social programmes form part of the company’s community empowerment programme (PPM), carried out in line with government approvals and applicable regulations, with the aim of supporting community wellbeing and contributing to sustainable operations. 

 

Programmes implemented in Fakfak include: 

  • Scholarships for more than 1,400 Papuan students at senior high school and university levels, including students from Fakfak. 
  • Rumah Pintar learning ceners in Kokas, Goras, and Arguni. 
  • Science laboratory facilities and the development of STEM learning at SMU Negeri 1 Kokas. 
  • Support for Polinef as a renewable energy training center. 
  • Assistance for cooperatives in several affected villages as stocking points for agricultural and fisheries products supplied to Tangguh LNG. 
  • Capacity building for local Papuan entrepreneurs to participate in Tangguh LNG procurement process, including five entrepreneurs from Fakfak. 
  • Health facilitators in several villages supporting maternal and child health, malaria, TB, water sanitation, and HIV/AIDS programmes. 
  • Improvement of public facilities used for community activities, including Rumah Pintar facilities and clean water systems. 

 

For Arguni specifically, bp has also implemented programmes focused on education and economic development: 

  • Fisheries products from Arguni have been supplied for Tangguh LNG catering needs since 2010, with volumes increasing each year. Between 2010 and 2025, approximately 850 tonnes, valued at about Rp37 billion, were supplied through Enenem Jaya Cooperative in Arguni. In 2025 alone, supply reached 95 tonnes of fish. Tangguh LNG also supported construction of a cooperative building, installation of generators, cold storage, 10 long boats with 15HP engines, one larger long boat with a 40HP outboard motor, fishing equipment, and water purification systems. 
  • Support for fisheries-based derivative products (such as fish floss/abon ikan), including assistance with business licensing, halal certification, and product packaging. 
  • SME and local business strengthening programmes for 21 entrepreneurs from Arguni and Taver and 26 entrepreneurs from Kokas, covering financial management, bookkeeping, and marketing strategies.
  • Capacity building for Arguni elementary school teachers, involving mentoring for seven teachers, alongside an English Bootcamp and education scholarships. 
  • Development of alternative electricity generation on Arguni Island producing up to 150kWh per day, supplying power to places of worship, cooperatives, PKK building, Arguni junior high school, village halls in Arguni and Taver, and early childhood education facilities, with an investment value of Rp2 billion. 
  • Improvement of the community jetty, previously conducted in 2016, and scheduled again in 2026 with a budget of Rp573 million. 

 

We would like to reiterate that our activities in Teluk Bintuni and Fakfak are part of efforts to support the government in achieving energy sovereignty. In carrying out these activities, we remain committed to safe and transparent operations, while keeping communication and constructive dialogue open with all stakeholders.
